A coordination group has been appointed to prepare a report that assesses the changed security and operating environment of Finland.

Following Russia’s invasion of Ukraine, a fundamental change has taken place in the security and operating environment of Finland and Europe, the government notes in a statement.

As result, the government has begun preparing a report that assesses the foreign and security policy environment that has changed and the changing operating and security environment as well as their implications for Finland.

“The report will discuss Finland’s foreign, security and defense policy, but also the economic impacts in the situation that has changed, security of supply, preparedness, border security, cyber security and hybrid influence activities,” the government notes.

A coordination group has been appointed to prepare the report. The group is headed by Foreign Minister Pekka Haavisto (the Greens). The coordination group, led by Minister Haavisto, will coordinate the preparation of the various sections of the report. All ministerial groups will be represented in the coordination group.

Haavisto will also lead the ministry’s working group assigned to prepare the foreign, security and defense policy sections of the report.

The government report is due to be submitted to Parliament in early April.

Based on the report, Parliament is expected to hold an extensive discussion on foreign and security policy.

Prime Minister Sanna Marin (the SDP) has said earlier that the assessment will be used to support the national discussion on if Finland should join the North Atlantic Treaty Organization NATO or not.
