The memorandum, drawn up by the Ministry of Transport and Communications, explores the current state of micromobility and presents alternative solutions to the identified challenges.

The police may in the future conduct breathalyzer and drug tests for people traveling with bikes and e-scooters.
The Ministry of Transport and Communications considers that a major challenge for micromobility is riding a scooter intoxicated, which according to a statement released by the ministry on Thursday, “causes a major proportion of micromobility accidents.”
In more detail, the ministry proposes the following:
“A blood alcohol limit of 0.5 mg/ml will be set for riding an electric scooter or bicycle. Sanctions will be imposed for non-compliance with the alcohol limit and the police will have the right to breathalyze the users of any vehicles or to use a quick drug test to establish intoxication.”
The ministry also considers that one of the greatest challenges related to micromobility is the harm caused by inappropriate parking.
Thus, the ministry proposes the following:
“Parking electric scooters on pavements, cycling paths and off-road will be prohibited. Parking on carriageways and in specifically designated parking areas would be allowed.”
The aforementioned proposals are part of a memorandum, to which the ministry invites comments from the public that may be submitted between March 2 and 31. The comments can be submitted here (in Finnish) (www.lausuntopalvelu.fi).
