Around 80,000 Ukrainians have come to Finland since 2022, and Kela has paid close to half a billion euros in support as needs grew.

Since Russia’s invasion of Ukraine in February 2022, around 80,000 Ukrainians have arrived in Finland.
By the end of 2025, approximately 49,300 Ukrainians were in Finland, with nearly 39,000 receiving Kela benefits, according to a news release by the social assistance organization.
The number of recipients grew from under 5,000 in 2022 to significant amounts, leading to nearly €250 million in benefits paid by 2025, totaling almost half a billion euros during the war.
The main forms of support included basic income support (€140 million), housing allowances (€50 million) and unemployment benefits (€18 million).
One-third of Ukrainians seeking work found jobs, and child benefits totaled €18 million.
