Tiina Elovaara, 31, MP of the Blue Reform party, has introduced a bill to the parliament that suggests an amendment to the law considering foreign citizens.

Elovaara suggests that those immigrants who are seeking a residence permit would have the ability to prove their capabilities through active and successful integration.

According to Elovaara, they could be granted a “sisuviisumi.” “Guts visa” in English.

“Integration to society is a process of many phases that requires motivation and hard work from the person seeking it,” Elovaara said in a bulletin sent to Finland Today. “By performing obligations set by the society, such as studying languages, actively seeking of employment and by living a life without offenses then should the person seeking a residence permit have the ability to prove these merits gained by successful integration,” Elovaara said in the bill.

Currently, the refugee process doesn’t take into consideration what kind of work or education the asylum seeker has conducted. According to Elovaara, society is wasting money by deporting motivated and active people after a long asylum-seeking process without taking into account their commitment and achievements.

Elovaara shares an example:

“A student who has graduated from a Finnish upper secondary school has actively educated him- or herself according to the educational objectives set by the Finnish society. One cannot graduate from a Finnish upper secondary school if one doesn’t study the Finnish language. During the studies, various connections are formed that would benefit the future of a person with an immigrant background in Finland.”

“In this case, if a person seeking a residence permit will instead receive a deportation order, the Finnish society has in practice lost state money without anyone fully utilizing their maximal potential.”
