Finland’s seasonally adjusted unemployment rate has climbed to 10.6% in November, now the highest in the European Union.

Finland’s seasonally adjusted unemployment rate rose to 10.6% in November, the highest in the European Union, surpassing Spain’s 10.4%, according to Eurostat, the official stasticial agency of the EU.

While Spain saw a slight decrease in unemployment over the past year, Finland experienced a notable increase. (In May 2025, the rate was 8.8%; Spain’s 10.6%.)

Sweden ranked third with an unemployment rate of 9.1%.

According to Eurostat, these rates are seasonally adjusted to account for regular fluctuations.

Statistics Finland reported 276,000 unemployed individuals in November, an increase of 50,000 from the previous year, mainly due to more people entering the labor force.
